Decree #722 of October 15, 2020 establishes the category of "Permanent Resident as Qualified Investor", and has provisions for fast-tracking the approval process Immigration is directed to process applications within 30 days. 

The bottom line is that an equity investment of $300,000 in real estate (rising to $500,000 in 24 months' time) will achieve permanent residency. An equity investment of $500,000 in Panama securities for a term of 5 years will produce the same residency, as will a $750,000, 5-year term deposit in a Panamanian bank.
